The government sets a floor on what you draw
An RRSP cannot last forever. By the end of the year you turn 71 you must convert it into a Registered Retirement Income Fund, an annuity, or cash it out, and almost everyone chooses the RRIF. From the year after conversion, the CRA forces a minimum withdrawal every year so that tax deferred savings are gradually drawn down and taxed. This calculator takes your RRIF balance on January 1 and your age at the start of the year, looks up the prescribed minimum percentage, and returns both the annual minimum and its monthly equivalent.
How the prescribed percentage climbs
Below age 71 the minimum follows a simple formula, one divided by 90 minus your age, which produces small percentages in the 3 to 5 percent range. From age 71 the CRA switches to a fixed schedule that ratchets upward each year: 5.28 percent at 71, 5.40 percent at 72, rising steadily to 11.92 percent at 90 and capping at 20 percent from age 95 onward. The design front loads modestly and accelerates late, so the largest forced withdrawals as a percentage arrive in your nineties when the balance is usually smaller. This tool uses the official prescribed table for ages 71 and up.
A $500,000 RRIF at age 72
Take a retiree who starts the year at age 72 with $500,000 in the RRIF. The prescribed factor at 72 is 5.40 percent, applied to the January 1 balance.
That $27,000 is fully taxable as income in the year received and gets added to your CPP, OAS, and any other income. The minimum is a floor, not a ceiling. You can always take more, but you can never take less without penalty.
The spousal age election worth knowing
One planning move is built right into the rules. You may base the minimum on your younger spouse’s age instead of your own, which lowers the required withdrawal and lets more stay sheltered and growing. A 72 year old with a 68 year old spouse could use the lower factor for age 68, trimming the forced draw. The election is made once at conversion and cannot be changed later, so it has to be decided up front. This is valuable when you do not need the cash flow and want to minimize taxable income and any OAS clawback in your early seventies.
Who this is for and a clawback warning
This serves retirees and those approaching 71 who need to model mandatory income, and anyone coordinating RRIF draws with government benefits. The trap I see most often is the Old Age Security clawback. OAS is reduced once net income passes a threshold around $90,000, and a large RRIF minimum can push you over it, costing 15 cents of OAS for every dollar above the line. If your RRIF is sizeable, consider starting modest withdrawals in your sixties, before any minimum is required, to flatten the income spike that forced minimums create later. Drawing down early and steadily often beats deferring everything and getting hit with both high minimums and a clawback at once.
Is there withholding tax on the minimum withdrawal?
No. The required minimum amount is exempt from withholding tax at source, which is one reason many retirees take only the minimum. Tax is still owed on it when you file, so you may need to set money aside or make instalment payments, but the financial institution does not hold any back. Anything you withdraw above the minimum does attract withholding at the standard rates of 10, 20, or 30 percent depending on the size of the excess, with different rates in Quebec.
Does the pension income tax credit apply to RRIF withdrawals?
Yes, once you are 65 or older, RRIF income qualifies for the federal pension income amount, a non refundable credit on the first $2,000 of eligible pension income. RRIF withdrawals also become eligible for pension income splitting with a spouse at 65, which can move income to a lower bracket partner and reduce the household tax bill. These two features make converting at least part of an RRSP to a RRIF at 65 attractive even before the mandatory conversion deadline at 71.
